The Panchayat heads in Baramulla district of Jammu and Kashmir have tendered their resignations after suspected militants shot dead a deputy Sarpanch in the district on September 23. Mohammad Maqbool, a Panchayat head said that he was frustrated by the Government's indifferences. Another panchayat head, Bashir Ahmed said that they were petrified and that the Government had not fulfilled its promises.
